I had this same problem in VWD 2010 Express, but there is no &quot;Visual Studio Command Prompt&quot; in express edition (and I wasted a 1/2 hour trying to figure out how to install the VS CmdPrompt).  I stumbled across another thread that  led me to try (on my WinXP machine):
